In the northern parts of Scandinavia, Finland, Alaska and Siberia, the short summers and cold temperatures severely limit the range of fruits which grow well, and northern berries like cloudberries (and lingonberries too) have long been an important source of nutrition.
Although cloudberries are produced in large quantities in their native habitat, they have been a scarce resource because the naturally grow in areas difficult to access. Cloudberries were once valued so highly in Norway that a special law was passed granting local people in the north of the country exclusive harvesting rights; and even today cloudberries growing on common land in Finland are still restricted to the local people to harvest.
